NC presents 22-point dissenting view on reconstruction authority

Kathmandu, June 24: The main opposition party – Nepali Congress – today presented a 22-point dissent letter citing political intervention and snail-pace activity in reconstruction with the National Reconstruction Authority (NRA).
During the NRA Directive Committee meeting held at Prime Minister’s residence, NC leader Prakashman Singh presented the party’s dissenting views on the reconstruction work.
The party accused the government of presenting before the people an unrealistic list of aspirations laden with sweet wording, rather than lending pace to the reconstruction work.
The party further claimed that the seven procedures and 17 types of house construction maps currently being used by the NRA was prepared last year during the government headed by Sushil Koirala and that it was being delayed from being sent to the affected districts.
CPN (UML) is providing grant through a lengthy and impractical process in order to provide jobs to the non-governmental organizations close to it, due to which only 5,000 households have received the grant till date, NC said.
Grant agreement with 151,000
Meanwhile, NRA has stated that it has reached grant agreement with a total of 151,164 households.
NRA Executive Director, Sushil Gyawali, briefed on the progress and quarterly objective of the Authority at the meeting.
The NRA has stipulated the number of different banks’ branches by dividing the sectors to facilitate the dispatch the first installment under the grant agreement to 171, 677 households, NRA Spokesperson, Ram Prasad Thapaliya said.
An agreement paper between the NRA, Nepal Bankers’ Association, Development Bankers’ Association Nepal and Nepal Financial Institution Association has already been signed for the grant distribution process.
The Authority has also reached agreements with 79 banks and financial institutes (BFIs) classified into ‘A’, ‘B’ and ‘C’ divisions.
The Committee meeting was postponed till 5:00 pm as Prime Minister KP Sharma Oli – who heads the Committee – had to leave for the parliamentary session.
As of Friday, 245.950 million rupees have been deposited in the bank accounts as part of the first installment of grant for 5, 841 households.
The reconstruction of around 5,000 houses in Dolakha, Ramechap, Sindhupalchowk, Gorkha among other quake-stricken districts has started, NRA said.
The grant will be provided to those who have already built their houses by checking its quake resilience, Thapaliya added. RSS
